Site Plan ControlThe City of Owen Sound has been designated as a site plan control area. This means that site plans for new projects and major redevelopments must be approved by City Council before building permits can be issued. Only low density residential projects, such as single, semi or duplex homes, are exempt from the procedure. Site Plan Approval ensures that development is safe, functional and attractive, and that it has adequate municipal services among other things.
